Pucallpa is the capital of the Amazonian region of Ucayali in Peru. Due to its great development in recent decades, new challenges have arisen for the well-being of its inhabitants. With the implementation of the TETRA solution, ICC and Bodycams, which integrates voice, video and data communication, the city is projecting itself towards a more sustainable and secure growth.
Challenges for crime prevention and containment
In Peru, law enforcement agencies have entities such as the National Police and district units called “Serenazgo” whose main function is to ensure citizen security. Pucallpa, capital of the Ucayali region in this country, relied on HMF Smart Solutions’ TETRA solution to face its new mission critical communications challenges.
With the growth of the population, Pucallpa saw the need to modernize and enhance the communications of its Serenazgo. Through the project “Expansion of the Citizen Security Service in the District of Callería, Province of Coronel Portillo – Ucayali”, HMF Peru provided the city with a complete system to integrate citizen security with a convergent platform that unites various technological elements and contributes to the welfare of the population.
Pucallpa’s public safety and emergency services were isolated. Elements of the National Police, firefighters and members of Serenazgo required technologies that would improve their response time and capacity in an effective manner. HMF Peru integrated the various CCTV, emergency response and critical communication systems through the SmartOne platform from Hytera, which provides unified communications regardless of the technology of the equipment.
Once Pucallpa’s public security systems were integrated, communications coverage was expanded using TETRA infrastructure. HMF’s DIB R5 Advanced base stations allowed to increase the capacity of police elements. For optimum coordination, Hytera MT680 Plus mobile radios were installed in vehicles, motorcycles and even tricycles, guaranteeing excellent audio quality and clarity in communications. Similarly, security personnel in public spaces were equipped with rugged PT580H portable radios with IP67 protection to ensure uninterrupted voice communication.
Increased situational awareness
In addition to TETRA radio communications, Pucallpa has opted for the implementation of state-of-the-art technologies for coordination and crime prevention. Through the implementation of an Integrated Command and Control Center (ICC), real-time decision making is substantially improved. In addition, thanks to Hytera’s ICC, Pucallpa can now identify the areas with the most incidents, improve its response times and better plan the field presence of its police elements. The ICC modules integrate artificial intelligence to citizen security through emergency reception and attention modules, geolocation, maps and incidence analysis, heat maps, and three-dimensional analysis.
Finally, to complete the equipment of its personnel, Hytera’s VM780 cameras were integrated to increase situational awareness with HD images and video that allow sending images and video in high resolution to the Command Center so that a complete picture of the emergency is available.
